Following a discussion described as "very open and free flowing," the General Synod has adopted a resolution to recognize the Small Town and Rural (STAR) Coalition of the United Church of Christ as a Self-Created Group. The decision was made on Monday, July 14, with 372 votes in favor, 244 against, and 55 abstentions.
The resolution was backed by several UCC Conferences and included minor technical edits for compliance with Bylaws. It aims to include the STAR Coalition in Article VI of the United Church of Christ Bylaws under "Other Bodies, Self-Created Groups." Although it does not explicitly seek resources from National Ministries, it anticipates that recognition will lead to "needed relational, resource and representational support" for STAR churches.
During discussions, it was noted that "small town" doesn't necessarily mean "small congregation," nor does "rural" equate to "conservative." Between 60% and 66% of UCC local churches are situated in small towns or rural areas.
Some delegates opposed the resolution due to concerns about a perceived hidden agenda within the STAR Coalition aimed at moderating UCC's political or theological stance. They emphasized the importance of maintaining progressive stances that empower rural prophetic ministry. Additionally, there were questions about recognizing self-identified groups in the Bylaws when such designations are seen as intended for minority or marginalized groups. However, Article VI lists covenantal groups related through the United Church Board without specifying such limitations.
Rev. Hank Fairman chaired the committee presenting this resolution. He highlighted issues around inclusion within a united church context: “Speaking as a pastor to a small town, rural church... we are seeking to make our community better.” Fairman expressed hope for ongoing dialogue with other self-identified UCC groups: “A rising tide floats all boats... The more discussion we have... I think we’ll find that they’re not different.”
The Rev. Amelia Price and Rev. Bryce Duling serve as co-coordinators for STAR Coalition. Duling expressed contentment after entrusting their resolution process outcome to Synod: “We feel that we’ve been listened to.”
As this Prudential resolution required only simple majority approval by General Synod expression terms; its next step involves Implementation Committee recommendations on integrating it into church structure.
