LeadCare Cook County replaces 200th lead pipe at child care facility

LeadCare Cook County has achieved a significant public health milestone by replacing its 200th lead service line at a child care facility in suburban Cook County. This initiative is administered by Elevate, in collaboration with the Cook County Government and funded by the American Rescue Plan Act. The program aims to provide safer environments for children and their caregivers.

Cook County Board President Toni Preckwinkle expressed her satisfaction with the progress made: “It is imperative that everyone in Cook County—especially our children—has access to safe, healthy drinking water,” she said. “I’m proud that this program has now replaced 200 lead service lines, and we look forward to assisting more child care facilities in suburban communities to ensure they have the safest conditions possible. I’m grateful to Elevate for this tremendous partnership.”

The replacement of lead service lines addresses a serious health risk, particularly for children under age six, who are most vulnerable to lead exposure. Dr. Anne Evens, CEO of Elevate, emphasized the importance of this work: “Replacing lead service lines at child care facilities is one of the most effective and important ways to protect children’s health and foster stronger communities,” she stated.

Since summer 2023, LeadCare Cook County has replaced 200 lead service lines, benefitting over 2,500 children and alleviating financial burdens on families and providers. Barbara Nelson from Dolton had her home's lead service line replaced in 2024 through this program. She praised the initiative: "LeadCare Cook County is an amazing program, and I'm happy that my lead service line was replaced for free."

The program offers free inspections and replacements for both licensed and license-exempt providers as part of a $15 million investment led by the Cook County Bureau of Economic Development. Shane Keenan from Keenan Sewer and Water commented on reaching this milestone: “Participating in the lead service line replacement program in suburban Cook County has been a meaningful opportunity for our team."

Elevate's experience with supporting Illinois child care providers made them a suitable partner for this initiative. Additionally, Project Rainbow supports LeadCare Cook County by promoting public health efforts across the region.
